Student
Use of Technology
The
governing board recognizes that technology provides ways to access the most
current and extensive sources of information.
Technology also enables students to practice skills and to develop reasoning
and problem-solving abilities. In
addition, electronic resources foster workplace skills that may be transferable
to new technologies. Every effort shall
be made to provide equal access to technology throughout the district’s schools
and classes.
On-Line
Services
To
discourage access to harmful matter on on-line electronic services and preclude
other misuses of the system, the Superintendent or designee will establish
age/grade-level qualifications and shall ensure that students receive training
in user obligations and responsibilities.
Before
using on-line services, the student and parent/guardian shall sign the
district’s user contract indicating that the student understands and agrees to
abide by specified user obligations and responsibilities.
Staff will
closely supervise students while using on-line services and may ask teacher
aides and student aides to assist in this supervision.
The
Superintendent or designee shall establish administrative regulations governing
use of the district’s on-line services.
These regulations shall prohibit access to harmful matter on the
Internet which may be obscene or pornographic and preclude other misuse of the
system. The Superintendent will ensure
that users have no expectation of privacy and understand that district staff
may monitor or examine all system activities to ensure proper use of the
system. Students who fail to abide by
these regulations will be subject to disciplinary action, revocation of the
user account, and legal action as appropriate.

INSTRUCTION
Student Use of Technology
The principal or designee will
oversee the maintenance of each school’s technological resources and may
establish guidelines and limits on their use.
The principal or designee will ensure that all students using these
resources receive training in their proper use as well as copies of related
district policies and regulations.
On-Line Services: user Obligations
and Responsibilities
Students are authorized to use the
district’s on-line services in accordance with user obligations and
responsibilities specified below:
1. The student
in whose name an on-line services account is issued is responsible for its
proper use at all times. Users shall
keep personal account numbers, home addresses and telephone numbers private. They shall use the system only under their
own account number.
2. The system
shall be used only for purposes related to education. Commercial, political and/or personal use of the district’s
system is strictly prohibited. The
district reserves the right to monitor any on-line communications for improper
use.
3. Users shall
not use the system to encourage the use of drugs, alcohol or tobacco, nor shall
they promote unethical practices or any activity prohibited by law or district
policy.
4. Users are
prohibited from accessing, posting, submitting, publishing or displaying
harmful matter or material that is threatening, obscene, disruptive or sexually
explicit, or that could be construed as harassment or disparagement of others
based on their race, national origin, sex, sexual orientation, age, disability,
religion or political beliefs.
Harmful matter includes matter,
taken as a whole, which to the average person, applying contemporary statewide
standards, appeals to the prurient interest and is matter which depicts or
describes in a patently offensive way sexual conduct and which lacks serious
literary, artistic, political or scientific value for minors. (Penal Code 313)
5. Copyrighted
material may not be placed on the system without the author’s permission. Users may download copyrighted material for
their own use only.
6. Vandalism
will result in the cancellation of user privileges. Vandalism includes uploading, downloading or creating computer
viruses and/or any malicious attempt to harm or destroy district equipment or
materials or the data of any other users.
7. Users shall
not read other users’ mail or files; they shall not attempt to interfere with
other users’ ability to send or receive electronic mail, nor shall they attempt
to read, delete, copy, modify or forge other users’ mail.
8. Users are
expected to keep messages brief and use appropriate language.
9. Users shall
report any security problem or misuse of the network to the teacher or
principal.

Agreement: In
order to use the telecommunications system in the Redding School District, I
understand and agree to the following:
1. The use of
telecommunications is a privilege which may be revoked by the administrators of
the system or Redding School District sites, at any time, for abusive
conduct. Such conduct would include,
but is not limited to, the placing of unlawful information on or through the
computer system and the use of obscene, abusive, or otherwise objectionable
language or images in either public or private files or messages. The staff of each school site will be the
sole arbiter of what constitutes obscene, abusive, or objectionable language or
images.
2. That users
will not use their account, or the account of any other person, to obtain,
view, download, or otherwise gain access to unlawful, obscene, pornographic,
abusive or otherwise objectionable materials.
3. That all
information services and features contained in the telecommunications systems
being used are intended for the private use of its patrons, and any commercial
or other unauthorized use of those materials, in any form, is expressly
forbidden.
4. That all
information contained in the system is placed there for general information
purposes. And is in no way intended to refer to, or be applicable to, any
specific person, case or situation.
5. That Redding
School District does not warrant the functions of the system will meet any
specific requirements the user may have, or that it will be error free or
uninterrupted; nor shall it be liable for any direct or indirect, incidental,
or consequential damages (including lost data, information, or profits)
sustained or incurred in connection with the use, operation or inability to use
the system.
6. That the user
will abide by such rules and regulations of system usage as may be declared
from time to time by the administrators of the telecommunications system being
used and the Redding School District.
7. That the
telecommunications system being used is intended for the exclusive use of its
registered users, who are responsible for the use of their password and
account. Any problems which arise from
the use of a user’s account are the responsibility of the account holder.
8. That in
consideration for the privilege of using the Redding School District
telecommunications system, and in consideration of having access to the
information contained on it, I hereby release the telecommunications system
being used, its operators, Redding School District, and any institution with
which they are affiliated, from any and all claims of any nature arising from
my use, or inability to use, the telecommunications system being used.

9. I expect to
abide by the generally accepted rule of network etiquette. These rules include (but are not limited to)
the following:
a. BE POLITE. Never send, or encourage others to send,
abusive messages.
b. USE APPROPRIATE
LANGUAGE. Remember, you are a representative
of our school and district on a non-private system. You may be alone with your computer, but what you say and do can
be viewed globally! Never swear, use
vulgarities, or any other inappropriate language. Illegal activities of any kind are strictly forbidden.
c. PRIVACY. Do not reveal your home address or personal
phone number or the addresses and phone numbers of students or colleagues.
d. ELECTRONIC
MAIL. Electronic mail (e-mail) is not
guaranteed to be private. Messages
relating to or in support of illegal activities must be reported to the
authorities.
e. DISRUPTIONS. Do not use the network in any way that would
disrupt use of the network by others.
f. OTHER
CONSIDERATIONS:
- Be brief - fewer
people will bother to read a long message.
- Minimize
spelling errors and make sure your message is easy to understand and read.
- Use accurate and
descriptive titles for your articles - tell people what it is about before they
read it.
- Get the most
appropriate audience for your message - not the widest.
- Remember that
humor and satire is very often misinterpreted.
- Remember that if
you post to multiple groups, specify all groups in a single message.
- Cite references
for any facts you present.
- Forgive the
spelling and grammar errors of others.
- Keep signatures
brief.
- Remember that
all network users are human beings - do not “attack” correspondents; persuade
them with facts.
- Post only to
groups you know.
